Various councils exist within the EOP: Council of Economic Advisers, Council on Environmental Quality or others. On an image at williamloiry.com/workphotos.html (fifth image down) is an example. Based on the seal on the wall behind Loiry -- which is the seal of the Council on Environmental Quality with the EOP -- the flag is that of the Council on Environmental Quality. The seal is based on the US Great Seal Obverse side instead of the President's seal (en.wikipedia.org/wiki/File:US-GreatSeal-Obverse.svg).
The outer ring on the seal with "Executive Office of the President" and the similar nature of the two seal makes it easy to mistake the two.
