Here is the story why the Town of Farmington, Connecticut, has no flag:
"In August 2004 the Farmington Town Council was presented four flag designs by a Flag Committee that was appointed by the Town Council a year earlier. The Flag Committee Members met on a regular basis and did a lot of research on creating a historic flag design for the Town of Farmington. Unfortunately, the Town Council chose not to appropriate $5,000 for an illustrator to create a design for a flag for the Town and they tabled the issue indefinitely; therefore, at the present time the Town of Farmington does not have its own Town flag to display."

Contains a large central church surrounded by seven mini churches, each pointing at the names of towns that split off from Farmington over the decades. Hence why Farmington is sometimes called the "mother of towns". (Source)
