The flag of the City of Palmdale, California, is blue with city seal on it and golden fringe on three sides, as can be seen on the image that I receive from John Mlynar, Communications Manager of the City of Palmdale.
About the city:
"Palmdale is a city located in the northeast reaches of Los Angeles County, California, United States. This photo from 2010 suggests that the seal is closer to the fly rather than
at the center of the flag.

colors. I don't know if the seal is towards the fly, but I drew it that way.
