Project accepted in first reading at 9 sessions of 3rd convocation of
the Soviet of Deputies of Lipetsk region on 26 December, 2002. Approved on
20 February, 2003.

Unfortunately the governor put his veto to this design and a new flag
had to be chosen. I say unfortunately because a rather original flag with
its three stripes of white-green-orange has been replaced by a
more common flag.
