First, the rifles on the flag are crossed in a different angle than on the logo, which makes the emblem on the flag broader.
The rifles are depicted differently on flag and logo.
On the logo the hoops of the armillary sphere are broader than those on the flag, which makes the escutcheon narrower than on the flag.
The broader hoops on the logo make the national colours behind the sphere much less visible than on the flag.
The ribbons on flag and logo look different and are coloured differently.
By the way, the Federation has its present flag since 2015. The last year the old flag was presented, was in 2014. We see the old flag (the upper inscription not visible) on :this photo

It is a white flag with logo: Portuguese arms surrounded by a green wreath and superimposing two guns in saltire proper, with golden circumscription of the name.
