It is a typical Portuguese communal flag, with the coat of arms centred on a field quartered of blue and white.

Coat of Arms: Shield Sable, a bar wavy Argent (Portuguese blazon calls it fess, which should be usually bigger but is conceded) charged with a barrulet wavy Azure, issuant from bar a waterlily Or, three old, eradicated olive trees Or, two of them in chief ordered per fess and one in base. Mural crown Argent with four visible towers (town rank) and white scroll with inscription in black capitals "OIÃ".
