The coat of arms of Victoria was adopted in September 1985, being designed by Prof. Juan Antelmo Ramírez Loyola. It was adopted through a contest held by the Council of 1983-1985 under Municipal President J. Rosario Zamudio Copado. Description according to the Encyclopedia of Municipalities and Delegations:
The shield is quartered, with a triangulation in its upper part; in the named triangle, a Chichimeca eagle is found, symbol of honor, bravery, and nobility. In the upper-left section appears a symbol that signifies the fire of the place over the yellow field, as an icon of the light. In the lower-left section, a pennant, bow, and arrow is presented over the color red, symbolizing the indigenous presence and the blood spilled during the uprisings. In the upper-right section, over an orange background, appears a cross, an Indian hand interlocking with that of a friar, emblem of the conquest and evangelization. In the lower-right section, the scenery of the Sierra Gorda can be appreciated, a pick and shovel, over a blue background, symbolize work as a characteristic of the populators of the place. The Chichimeca feather hat represents the indigenous origin of the population.
