The Flag Manual - Beijing 2008 gives Pantone colors: PMS 300 (blue), PMS 192 (red), and PMS 102 (yellow).
The Album des Pavillons 2000 [pay00] (Corr. No. 5) gives approximate colors in Pantone and CMYK systems:
Yellow: Pantone 116c, CMYK 0-15-95-0
Dark blue: Pantone 288c, CMYK 100-70-0-30
Blue: Pantone 307c, CMYK 100-0-0-30
Red: Pantone 186c, CMYK 0-90-80-0
Flags and Anthems Manual London 2012 [loc12] gives Pantone colors: PMS 116 (yellow), PMS 287 (blue), and PMS 186 (red).
The Album des Pavillons 2023 already specifies the colors of the flags in three color systems.
Blue: Pantone 661c, CMYK 100-83-9-1, RGB 0-56-147
Blue: Pantone 307c, CMYK 89-51-11-1, RGB 0-107-166
Red: Pantone 186c, CMYK 14-100-79-4, RGB 200-16-46
Yellow: Pantone 115c, CMYK 2-17-91-0, RGB 252-209-22
Vexilla Mundi gives colors in Pantone system: PMS 109C (yellow), PMS 072C (blue), and PMS 185C (red).
Wikipedia states that "The official colors have not yet been established by law." and gives the color values based on Flags and Anthems Manual London 2012 [loc12] in Pantone, CMYK and RGB values.
But Spanish Wikipedia is more interesting, because it refers to FIAV!
"Los colores exactos del pabellón aún no se han establecido por ley. Sin embargo, tentativamente se recomienda utilizar los siguientes, que son aprobados por la FIAV."
And gives color values as follows:
Yellow: Pantone 116 C, RGB 255-205-0, CMYK 0-20-100-0, Hex: #FFCD00
Blue: Pantone 287 C, RGB 0-48-135, CMYK 100-64-0-47, Hex: #003087
