The flag of the region of the Broye (named after the main river going across it) was
adopted last year after a public contest.
The Region is made of several districts of both cantons of Fribourg and Vaud
which are extremely interconnected, so that if you take the train between Moudon
and Avenches about 35 kilometers, you cross the border 5 times, and even 12
times if you go from Lausanne to Lyss (beginning and end of the line, about 100 km!).
Last year there was some discussion to create, like in Jura, a new canton
of Broye. But until today, it's only talk ...
Anyway they have adopted a flag which is hoisted on every district capital's
town hall. The green stands for Vaud, the blue for the river of the Broye, the black for
the canton of Fribourg, the white is the common colours of both Fribourg and
Vaud, and the sun stands for the bright future!
You can visit the website with a map of the region, flag and arms at www.coreb.ch/Coreb/CorebF.html

It seems this flag is not heraldically oriented like all other Swiss flags.

What do you mean with "not heraldically oriented":
Tierced per pile undy Vert Azure and Sable and a Bezant in Chief undy Argent.
