According to a 2004 Presidential Decree, the yellow sections are
1/10th of the width of the flag. However, there is not any specific
point where the yellow sections start and how far of a gap they are
supposed to give the other sections. Some sources suggest the yellow
sections should be closer together
(vexillographia.ru with a 1/10th
width gap between the yellow sections;
here
and here
showing a 2/10ths width gap) with other sources suggesting the gap should be wider.
