The municipality of Jaguarão (28,230 inhabitants in 2016, 20,544 ha) is located
on the border with Uruguay, here river Jaguarão, 400 km south-east of Porto
Alegre.
Jaguarão was established in 1802 as a military camp, where 260
soldiers formed the Guarda do Serrito e da Lagoia, watching the border with the
Spanish possessions. The parish of Espírito Santo de Jaguarão was established in
1812. The municipality of Jaguarão was established in 1832 and inaugurated the
next year.
Elevated in 1855 to the rank of "cidade", Jaguarão was besieged in
1865 by 1,500 assaulters commanded by the Uruguayan general Basílio Muñoz.
Outnumbered but equipped with cannons, the defenders of the town forced the
besiegers to withdraw. The town was awarded with the name of "Heroic Town".

The flag of Jaguarão is prescribed by Municipal Law No. 584
promulgated on 7 November 1964.
Article 1.
Rectangular flag,
vertically divided in three rectangles, green 6 units on 14 units in width,
yellow (or), 8 units on 14 units in width, and red, 6 units on 14 units in
width, recalling the colors of the flag of Rio Grande do Sul. On the yellow (or)
rectangle, the municipal coat of arms of Jaguarão, as described in Law No. 239
promulgated on 26 August 1955.

A
Portuguese shield, per fess argent and vert.
In chief, on a field argent, a
jaguar gules (red), in base, on a field vert (green), river Jaguarão argent
wavy proper. The shield surmounted by a four-towered mural crown argent. Beneath
the shield a scroll gules inscribed "Jaguarão - CIDADE HERÓICA" in letters
argent.

Jagua-ru is a beast described in natives' legend
as a monstrous animal with a sea wolf's body and a tiger's head and claw, of the
approximate size of a deer or a small horse. The beast used to make excavations
in ravines close to the banks where people lived, causing landslides that threw
down people into the river. The beast attacked them, extracting their lungs and
throwing the remaining parts of the bodies into the river. Jagua-ru resisted all
attempts of capture and trapping, and still lives in people's imagination.
