According to the group's website, the Virginia Citizens Defense League "is a non-profit, non-partisan, grassroots organization whose mission is to champion the fundamental human right to self-defense and ensure the liberty of all individuals to own and use firearms responsibly." The group was founded in October 1994 and formally incorporated in May 1998. The organization advocates "for the elimination of restrictions that infringe upon" the rights of gun use and ownership.

The flag of the Virginia Citizens Defense League is two-sided, with both sides bearing a circular logo centered on a white field. The obverse has the logo of the VCDL itself, depicting a colonial-era minuteman in blue loading his rifle, the scene surrounded by a red ring bearing the words in white "VIRGINIA CITIZENS DEFENSE LEAGUE" around the top and the URL "VCDL.ORG" around the bottom. The reverse of the flag shows an blaze orange circle bearing the words in black "Guns" "SAVE" and "Lives." The orange circle is enclosed within a black ring bearing the words in white "VIRGINIA CITIZENS DEFENSE LEAGUE" around the top and the URL "VCDL.ORG" around the bottom.
