As seen at http://www.explorethis.city/2017/07/santa-fe-nm-state-capitol-tour.html, the current Cibola County flag consists of a brown field with the county seal centered upon it. The county seal depicts a bison (profile view), a literal translation of the county's name as interpreted by the Spanish (apparently derived from a Zuni word which is closer to meaning their tribal lands). The outer ring reads "CIBOLA COUNTY" and "JUNE 19, 1981" at the bottom; this is the county's foundation date.

The first flag carries the same description as the current one, however the field is white and the outer ring is styled differently. Interestingly, the county adopted its first flag a mere decade after its recent creation; the first flag was hoisted in the State Capitol in January 1993 and prepared beforehand.
