Description of the flag

The flag is a horizontal tribar of red-white-blue. In the center is an emblem with a ring of blue-white-red, with the state outline in the center of it. Overlaying the state is a hand cranked water pump, which can be seen in the center of town. Along with the pump is a star marking the city's location in the state. Under that state is the town's motto "Viva La Russell", which is a phrase that is associated with the protection of the city's water pump.
