The North Miami Beach city newsletter "City Line" for summer 2001 had this article:
New City Flag To Wave Highsubmitted by Joe McMillan, 22 October 2002
Something new is waving in the air. The Mayor and Council recently voted on a new design for the city's flag. Rich sky-blue and sunburst yellow colors feature the city seal on the new flag. NMB [North Miami Beach] held an internal contest for employees to submit designs for the city flag. Competition was tough. Over 300 entries were submitted. A panel of judges whittled through the entries and narrowed the list to five designs. The Mayor and Council voted on the top choice. Mitchell Abrahams, graphic designer for the city's Public Services Department, designed the winning entry.
A photo appeared in today's Miami Herald shows a view of the flag.

According to various newspapers, the predecessor to the current flag of North Miami Beach was adopted in 1980 by means of a contest. It featured the pre-2000 city seal on a blue background with a gold sunburst.
