It seems that an unofficial flag and ensign are used on Svalbard based on this Facebook page:
https://www.facebook.com/people/Svalbard-Flag.

They are based on Norwegian flags, but its red color has been changed into blue.

These flags are indeed photoshopped recoloured images of red Norwegian flags. Compare https://www.facebook.com/photo with https://www.ranablad.no/nyheter/sjekket-1700-fartoy/s/1-93-6415121

and

https://www.facebook.com/photo with https://www.apotheke-adhoc.de (in this case, you can still see the red colour in the frayed edge of the flag)

and

https://www.facebook.com/photo which is in fact https://www.reddit.com/r/vexillology

This light blue flag is a mere proposal without existence.
