From 1705-1917 this flag was used by merchant
vessels. In 1883 it became the
state flag of Russia.
From 1700 till 1845 used on cargo vessels of the fleet and
was called "proviant flag";
stern flag [i.e. ensign] (1697-1700).

The fishing administration Turkestan-Black Sea-Danube (1899-1917) according
on what reported by Aldo Ziggiotto in "Tre secoli di storia attraverso le
bandiere", source [zig94] in our Bibliography.
The posted image had a dark blue shade, likely inspired by the original
illustration. I opted to change it to medium blue (синий), given that
this is a variant of the contemporary ensign, akin to others such as the
Russian American Company. See also the
