The flag of Angarsk is made of emerald, yellow and
azure horizontal stripes. The upper stripe of emerald
color symbolizes the abundance of verdure and taiga.
The middle stripe of yellow color, the high industrial
potential of the city. Lower azure stripe symbolizes
city on the shore hangars(?). The coat of arms of the
city is located in the center of the yellow stripe.
Virgin in the coat of arms symbolizes the river Angara.

I have found description of city of Usolye-Sibirskoe (in Irkutsk oblast) flag.
It is green — light blue (goluboĭ | голубой)
field with white diagonal stripe. Ratio 2:3. Width of white stripe is equal
1/6 of the «general size of the flag». I think they mean length of the flag
(but I’m not sure)
