It is a typical Portuguese communal flag, with the coat of arms centred on a plain red field.

This online official document, hosted in the municipal website, shows on p.18 the pre-merger arms (with calvary Gules etc.) with a modified scroll standing in for the new communal entity.
In a meeting on 24 September 2014 the Communal Parliament, i.e. of the new commune, approved a proposal of the Communal Government to alter the symbols of the former Valpaços Commune for use by the new commune, replacing the text on the scroll to read instead "VALPAÇOS E SANFINS ", according to an "instruction" (Port.: "indicação") by the Comissão de Heráldica da Associação dos Arqueólogos Portugueses (CHAAP).

Valpaços Commune was one of the pre-2013 communes of Valpaços Municipality; it had 4539 inhabitants in 2011 and covered 33.7 km².

The fact that the Valpaços communal administration is preponderant due to being in charge of the territory that includes the municipal seat town, and the fact that Sanfins was apparently lacking an officially approved coat of arms by 2013, might have led to an interesting situation (see above). this page, being usually well informed and even includes a few pre-approval and unofficial arms, displays just an empty shield with mural crown with three visible towers and inscription in scroll "SANFINS - VALPAÇOS".
