It is a quite typical Portuguese municipal flag, with the coat of arms centred on a gyronny background (city rank) of black and yellow.

The arms are or between the towers of a two-towered castle sable with port locked and windows or and sable five inescutcheons per cross azure each charged with five plates per saltire. Mural crown argent with five visible towers (city rank) and white scroll reading in black upper case letters "PORTALEGRE".

Portalegre municipality had 24 756 inhabitants in 2001, and it is divided in 10 communes, covering 447,1 km². It is part of: Portalegre District, traditional province and NUT3 Alto Alentejo, 1999 ref. adm. region and C.C.R./NUT2 Alentejo.
