It is a typical Portuguese communal flag, with the coat of arms centred on a plain yellow field.

Coat of Arms

Shield Vert three false death caps Or with bulbs Argent in fess, on chief a dolmen Argent, on base three olive branches Or in fan fruited Sable and tied Argent. Mural crown Argent with three visible towers (village rank) and short white scroll, in Bénard Guedes style, with inscription in black initials "ORCA – FUNDÃO".
Meaning:
Please note that the blazon simply says fungus, which might be a champignon as well, but the appearance due to the bulbs is that one of a false (yellow) death cap (Latin: Amanita citrina), which is not a mushroom but a toadstool.

Orca is one of the 18 communes of Fundão Municipality not affected by the 2013 changes; it had 539 inhabitants in 2011 and covers 54,98 km².
