Yes, the color is sky blue.
The law "Uchwala nr XXI/213/2000 Uchwala nr XXI/213/2000 Sejmiku Województwa Podkarpackiego  w Rzeszowie z dnia 28 sierpnia 2000 r. w sprawie ustanowienia barw i flagi Województwa Podkarpackiego" describes a ratio of the cloth about 5:8.
