About the flag

The flag consists in a blue field (that used in most of the municipal Norwegian flag according the FOTW Norway page, and three white D-shaped figures (fishing hooks) very alike to that used in the flag of Batsfjord..

The flag is the official one for the Municipality of Frøya. It was approved by Royal Resolution dated 13. March 1987, you can see the text of the resolution here (in Norwegian): http://www.lovdata.no/for/lf/ov/ov-19870313-0209.html.
In the resolution, the flag is defined as "On blue three white fishing hooks in a diagonal row."

Blazon: I blått tre sølv angler i skrå rekke. In Englsih: Azure three fishhooks argent in bend.
Approved by the royal resolution of 13 March 1987 after a drawing by Einar H. Skjervold, teacher from Trondheim.
This wikipedia page said that the competition was held in 1986 and the winning proposal was "Beinkroker" (bone hooks) by S. Hogstad from Kolsås. Skjervold thus obviously made the final drawing.
