In the last summer I started a campain at Lithuania seeking
for their district (raion) flags. One of the answeres
was from Panevezys - Banner of Arms since 18 October 1995.

The flag and the coat of arms of Panevezys district (Panevezio
rajonas). The flag is according to my personal observation. The
coat of arms I drew according to the picture from the book: The
Heraldry of Lithuania. There is different flag and coat of arms
for Panevezys City - red gates with
three small towers and larger one rising above them, on afield of
silver.

Panevezys district - Field divided per fess blue and silver,
above two crossed silver sheaves of flax, below a red wooden
plough with golden ploughshares. Flag proportions 5:6, free edges
bordered with tight golden strip, fringe is silver, finial is a
golden knob with two rings. The wooden plough arms granted in
1845 means agriculture, the sheaves (appeared as a modification
in the 1920s instead of an obsolete symbol of the Kaunas
governorate) representing the linen industry.
