The municipality of Jelsa (3,656 inhabitants in 2001, 1,798 in the village of Jelsa) is located on the Hvar island, 40 km south of Split.

The symbols of Jelsa are prescribed by Decision Odluka o grbu i zastavi Općine Jelsa, published in 1999 in the Municipality official gazette Službeni glasnik Općine Jelsa, No. 2.
The Decision was amended by Decisions Odluka o grbu i zastavi Općine Jelsa, published in 2004 in Službeni glasnik Općine Jelsa, No. 6, and Odluka o izmjeni Odluke i grbu i zastavi pćine Jelsa, adopted on 23 June 2008 by the Municipality Assembly and published on 24 June 2008 in Službeni glasnik Općine Jelsa, No. 2. The Decision was last amended by Decision Odluka o izmjeni i dopuni Odluke i grbu i zastavi pćine Jelsa, adopted on 22 December 2008 by the Municipality Assembly and published on 23 December 2008 in Službeni glasnik Općine Jelsa, No. 7.
The symbols are described in the Municipal Statutes Statut Općine Jelsa, adopted on 20 July 2009 by the Municipality Assembly and published on 10 August 2009 in Službeni glasnik Općine Jelsa, No. 7.
The symbols were designed by the Heraldic Art d.o.o. company, from Rijeka.
The flag is described in Article 6 of the Statutes as in proportions 1:2, yellow with the coat of arms in the middle.

The coat of arms is described in Article 5 of the Statutes as "in a semi-circular shield argent a castle azure with an angled two-storied tower topped on its roof with a two-folded yellow flag, to the dexter are the walls with slanted roof and to the sinister embattled walls topped with a
church tower".
The coat of arms pictures the charateristic features of the old town of Jelsa. The pennant indicates the color of the flag. It is claimed in the Statutes that it is the historical coat of arms of Jelsa, however, neither Laszowski (Grbovi Jugoslavije [lsv39]) nor Ströhl (Städte-Wappen von Ö-U, 1904 [stl04]) does include a coat of arms for
Jelsa in their armorials. This does not mean that there was none;
some seal unknown to them may have been in use in Jelsa. However, there are examples of municipalities claiming a historical coat of arms
when we are certain that they have adopted it only recently.
The ceremonial version of the coat of arms includes the name of the municipality in blue letters above and a wreath of green grapevine and olive branches below. It is highly probable that the ceremonial flag is similar.
