The municipality of Vrsar (Italian, Orsera; 2,703 inhabitants in 2001, 1,872 in the village of Vrsar) is located halfway between Rovinj and Poreč.

The symbols of Vrsar are prescribed by the Municipality Statutes Statut Općine Vrsar, adopted on 15 July 2009 by the Municipality Assembly and published on 16 July 2009 in the Municipality official gazette Službene novine Općine Vrsar, No. 6. Drawings of the symbols are shown in the attachement Prilog 1. Statuta Općine Vrsar (likovna rješenja grba, zastave i počasne zastave Općine Vrsar), published in the same issue of the gazette.
The symbols were designed by the Heraldic Art d.o.o. company from Rijeka.
The flag is described in Article 5 of the Statutes as follows:
The flag of the Municipality of Vrsar is single coloured, blue, with a ratio of length to width of 2:1, with the coat of arms of the Municipality of Vrsar in the middle of the flag, at the crossing point of the diagonals, edged with a golden-yellow border.
The graphical design of the coat of arms described in Paragraph 2 of this Article is given in Attachemnt 2 and is an integral part of these Statutes.

The coat of arms is described in Article 5 of the Statutes as follows:
The coat of arms of the Municipality of Vrsar is the historical coat of arms of Vrsar.
Description of the coat of arms: In an oval shield, on a blue field, on a green mount, in the centre a tree - proper, brown trunk and branches, green tree top and ten red fruits, accompanied with two bears of brown fur, red armed, with their front paws reclining the tree.
The graphical design of the coat of arms described in Paragraph 2 of this Article is given in Attachemnt 1 and is an integral part of these Statutes.
The arms are canting, the bears refering to the Italian name of the town.

The ceremonial flag is described in Article 7 of the Statutes as follows:
The Municipality of Vrsar also has a ceremonial flag (gonfalon), in size 80 cm x 160 cm, being of a single colour, blue, edged with a golden ribbon and with a golden fringe along the bottom. In the middle of the gonfalon is the coat of arms of the Municipality of Vrsar, and above it in golden letters the inscription in two languages "OPĆINA VRSAR - COMUNE DI ORSERA". Below the coat of arms in the tail of the gonfalon there are ornaments, branches of olive and grapevine coloured golden.
The graphical design of the coat of arms described in Paragraph 2 of this Article is given in Attachemnt 3 and is an integral part of these Statutes.

The flag of Vrsar shown in the Vidi magazine, August 2006, is in proportions 1:2, dark blue with a slightly different coat of arms in the middle.

A news article (text) shows a probably rejected flag, light blue, with the coat of arms in the middle bordered yellow, and with yellow inscription in two rows "OPĆINA/VRSAR" at the canton and "COMUNE DI/ORSERA" in the fly top, and bordered with yellow fringe.
The regulations issued by the central authorities forbid inscriptions in flags.
A news article (text) contains the summary from the 43rd session of the Municipality Board, held on 6 September 2007, including the following statement:
The Municipality Board determined the proposal of the new Decision on the coat of arms and the flag. The current Decision on the coat of arms and the flag is dated 1994 and must be changed to be in agreement with the State regulations. The determined proposal of the Decision, together with the graphical design of the coat of arms, the flag and the ceremonial flag of the Municipality of Vrsar and a written document of the Croatian State Archives on the historical coat of arms of Vrsar, shall be sent to the Central Office for Administration for approval, after which the Municipality Board shall be able to adopt a new Decision on the coat of arms and the flag.
