EMSA (website) is a European Union agency charged with reducing the risk of maritime accidents, marine pollution from ships and the loss of human lives at sea by helping to enforce the pertinent EU legislation.
EMSA was founded in 2002, after the EU adopted substantial packages
of legislation relating to maritime security in the wake of major shipping
disasters in European waters. It is headquartered in Lisbon.

The flag of EMSA (photo) is based on its logo, showing it on a white background, fitted to the edges of the flag cloth, effectively leaving only two white triangles on the upper hoist and on the lower fly.
The logo of EMSA shows the European Union flag on a parallelogram with a thin light blue stripe along its left edge, with white fimbriations, along
with thin dark blue lining and lettering "EMSA" in sans serif dark blue
capitals, perhaps suggesting a smokestack.
