The municipality was formed on 27 February 1992. The relevant legislation is translated from Consejo Provincial del Cañar site:

"Decree of creation of the symbols of the Canton of Déleg, adopted on 17 November 1993
 
Article 1.
The symbols of the canton of Déleg are the flag, the coat of arms and the anthem.
Article 2. Coat of arms.
The coat of arms is of oval shape, divided into three quarters. The upper left quarter, argent, is charged with an open book and the image of Dr. Luis Cordero Crespo, famous ex-President of the Republic, a son of our land and the maximum expression of the regional cleverness [Luis Cordero Crespo (1883-1912), born in Déleg, President of  Ecuador (1892-1895), also the author of poems in Spanish and Quechua and of the first Quechua-Spanish-Quechua in Ecuador. The upper right quarter, green, is charged with the Ñamurelti mountain, with the obelisk of the French Geodesic Mission on its dome, representing the greatness of the inhabitants.[The French Geodesic Mission (1736-1744), sent by the Academy of Sciences of Paris and allowed by King of Spain Philip V, aimed at measuring a terrestrial arc of a meridian line near the Ecuador, which was required to describe accurately the shape of the Earth. The results were published in 1749 as "La figure de la Terre, déterminée par les observations de Messieurs Bouguer et de La Condamine..." Confirmed by other observations, the measurements were the based of the definition of the metric system.I.S.] Rio Déleg, the source of wealth of the region, and a farmer plowing with a pair of oxen represent agriculture and the dedication of the inhabitants to work.
The lower quarter, celeste blue, is charged with a condor, representing the value and strength of its sons and their constant search for better days. A church represents the deep religious feeling of the inhabitants and a star represents each parish of the canton [The two parishes are Déleg and Solano.I.S.].
The shield is crowned with a half sun with eight  wavy rays, representing the brilliance and splendor of the inhabitants. The outer part of the shield is covered by the colours of the flag, in equal proportions. In the lower part, a writing says "Escudo de Déleg: febrero de 1992" [Coat of arms of Déleg: February 1992], recalling the date of creation of the canton.
Article 3. Flag.
The flag is made of three horizontal stripes, the first, celeste blue, in proportion of 50%, the second, white, in proportion of 25%, and the thrid, green. Celeste blue means the higness of the ideals and the transparent sky covering the community, loyal witness of the daily work and effort of the inhabitant. White means the purity of the inhabitants and the noble thoughts that characterize them. Green synthetizes the agronomic resources and the exuberant flora. The middle of the flag is charged with the coat of arms described above.
Article 4. The coat of arms shall be displayed in a dedicated location of the Acts' Room of the Municipality and in every office of the municipality and public administration in the canton. It shall also be used in the official correspondence.

Article 6.
The teaching of the canton's symbols and of the "Magnificado" is mandatory in all educational institutes.
Article 7. The present Decree has effect starting  on the day of its proclamation."
The municipal website mentions a subsequent text, "Reform of the Decree of creation of the symbols of the Canton of Déleg", adopted on 31 January 1995. The changes are, unfortunately, not explicited.
The graphic representations of the flag shown both on the provincial and municipal website shows the flag with unequal stripes, as prescribed in the Decree, but without the coat of arms, while the Decree prescribes this charge. Among the other sources, those with equal stripes seems to be erroneous.
