The regulation of public administration has been a topic of interest for several governments of the Dominican Republic. Juan Pablo Duarte's constitutional project included an article on the legality of public administration. In 1881, the government of Fernando Arturo de Meriño sought to give preference to access to public office to graduates of the "Escuela Normativa de Eugenio María de Hostos" (English: "Normative School of Eugenio María de Hostos").
During the US military occupation (1916-1924), a "Comisión de Servicio Civil" (English: "Civil Service Commission") was created with the power to appoint and dismiss public officials. This commission would be suppressed in 1951. Between 1961 and 1994, several laws and regulations were approved to monitor public administration.
On 16 January 2008, the government of Leonel Fernández approved the creation of the "Secretaría de Estado de Administraciún Pública" (English: "Secretary of State for Public Administration") as the governing body for public employment and the different systems and regimes provided for by "Ley No. 48-01 del 4 de Enero de 2008" (English: "Law No. 48-01 of 4 January 2008") (source: https://observatorioserviciospublicos.gob.do/baselegal/Ley-41-08-Funcion-publica.pdf), of institutional strengthening of the Public Administration, the development of electronic government and the evaluation processes of institutional management.
In 2010, it would become the "Ministerio de Administración Pública" (English: "Ministry of Public Administration") with "Decreto No. 56-106 del 6 de Febrero de 2010" (English: "Decree No. 56-106 of 6 February 2010") (source: https://repositorio.msp.gob.do/bitstream/handle/123456789/982/Decreto74-10.pdf?sequence=1&isAllowed=y) that modified the nomenclature of government institutions from "Secretarías de Estado" (English: "State Secretariats") to "Ministerios" (English: "Ministries").
