On the Benevex-list Gerard Kuipers told us that the authorities in Kleve told him that the city of Kleve (Nordrhein-Westfalen) had no flag.
Pascal Vagnat noticed that the "Hauptsatzung" mentioned:
This is the "Hauptsatzung der Stadt Kleve" adopted on the 29th November 1994.
"§ 2
"(1) The city of Kleve has a coat of arms.
(2) The seal of the city of Kleve contains the CoA with a swan.
(3) The flag of the city of Kleve shows the colors red and white, and may contain the CoA".
Gunnar Staack just sent us the flag, directly from the city authorities, with and without the arms.

Description of flag with coat of arms:
The flags ratio is 3:5. It is a red over white horizontal bicolour. The coat of arms is in the centre of the flag.
Description of coat of arms:
In the centre of a red shield is an empty silver(=white) inescutcheon surrounded by three golden(=yellow) clover leaves, two leaves are standing at the top corners, the 3rd at the bottom centre.
Meaning:
The red shield with a white inescutcheon belongs to the counts of Kleve. According to source the clover leaves are canting. (klever = clever = clover) This pattern is known from seals at least since 1529.

In the Lower-German ("Platt-Deutsch"- vernacular "Klever" (Dutch: klaver) = clover.
