It consists of a standard of three stripes, the yellow power station and upper and lower ones, blue.

According to the University's official page on its symbols, the flag is the coat of arms inside a triband flag as prescribed on Decree U. of C. (Decreto U. de C.) No. 93-118 of 23 April 1993.
