About the Flag

The municipality of Novais (4,592 inhabitants in 2010; 11,780 ha) is located in northwestern São Paulo State, 15 km of Catanduva and 400 km of São Paulo.

Novais was founded on a piece of land, then counting 3 to 4 huts, offered by Miguel Ruiz in 1923. The district of Novais was established in 1925, as part of the municipality of Catanduva, and subsequently transferred to the municipality of Tabapuã. The municipality of Novais was established by State Law No. 7,664 of 30 December 1991. The municipality is named for Major João Baptista Novaes, a famous political chief of Jaboticabal.

The flag of Novais appears to be blue with the municipal coat of arms and some white parts.

From the photographs linked above, I'd say that it looks like the flag of Novais is blue over white tricolour with the municipal coat of arms centred over all. Together they show that the description given above is indeed accurate. However, compared to the arms, such as they are, seen at http://www.camaranovais.sp.gov.br/home/index.php/contato, "Novais" is written in a thinner font. It might be there are other differences as well. The design is still not exactly clear.
