Horizontally divided, the lower two-fifths green, the upper three-fifths blue with a yellow half sun arising from the field edge, surrounded by a white half ring and two expanding rays toward the upper hoist and upper fly, between the rays seven white stars in an arc, the centre one larger, and on the white half ring the motto UNIÃO E PROGRESSO.
