The municipality of Vitorino (6,509 inhabitants in 2010; 30,795 ha) is
located on the border with Santa Catarina, 470 km south-west of Curitiba.
The flag of Vitorino is prescribed by Municipal Law No. 225 promulgated on
12 November 1977.
Article 3.
The flag of the municipality of Vitorino
was designed by vexillologist and heraldist Arthur Luponi.
Article 4.
The flag of the municipality of Vitorino, rectangular with the largest dimension
in the horizontal direction, is in proportions 14 units in width by 20 units in
length. The flag's rectangular field is tierced per pale, in white, red and
white colors. The central strip is charged with six white, five-pointed stars
arranged in a circle (1-2-2-1), so that two of their points are facing the
flag's center. In the center, a yellow stylized arrow, in pale, pointing
upwards.
§1. The proportions of the flag are identical to those of the
national flag.
§2. The colors are white, for the 1st and 3rd stripes, and for
the six stars; bright red, for the central stripe, and golden yellow, for the
stylized arrow, placed vertically in the center of the flag.
Article 5.
The six stars symbolically represent the six pioneers who cleared the forests of
this region of Southwest Paraná, today the municipality of Vitorino, and who
were the first settlers of the place: Porcinoa Pinto, José alves de Ciquaira,
Pedro Martendal, Jilio Santana Bernardino Pereira, and Sudário Mirandaz.
§1.
The stylized arrow evokes the name of Chief Vitorino, of a Tupi-Guarani tribe,
who lived in the vicinity of the municipality's seat. In his honor, the name of
Vitorino was given to the place. It is said that this Indian lived in constant
persecution of the tribe of Chief Viri, who lived at that time, in the region of
Verê, and used to visit the municipalities of Guarapuava and Palmas.
§2. The
white color (replacing argent in flags) was chosen as the symbolic color of
peace, friendship, loyalty, feelings that are innate in the hearts of the
inhabitants of Vitorino; and red, for being the color that symbolizes courage,
audacity, victory, valor, honor, dominion, intrepidity... (Guelfi, 459; and
Asencio, 62).
§3. The yellow color (replacing or in flags) was adopted as the
heraldic symbol of faith, love, joy, wealth, strength, power, splendor,
sovereignty, solidity, prosperity... (Guelfi, 291 and 396; Asencio, 60; and
Ranchetti, 192).
Article 6.
The design of the flag of the municipality
of Vitorino shall obey the following rules.
I - The rectangle of the flag
shall be in proportions 14 (units in width on 20 units in length, as for the
national flag.
II - Draw the two medians EF, GH (horizontal and vertical) of
the rectangle.
III - Divide the length of the flag (AB and DC) into three
equal parts, for the layout of the three stripes: white, red and white.
IV -
Segment IJ is divided into 12 equal parts, for tracing the auxiliary
circumference (diameter 10/12 of IJ), where the six five-pointed stars are
located.
V - With a radius equal to 5/12 of IJ, and with the center being
[...], two arcs are drawn that will mark the centers on the auxiliary
circumference, where the six stars re located.
VI - Each star shall be
inscribed in a circle, whose diameter corresponds to 1/4 of IJ.
Note: The six
stars must be drawn, so that two of their points are facing the center of the
flag.
VII - The stylized arrow shall have a height (XY) corresponding to 3/5
of the RS diameter.
VIII - This height (XY) is divided into 14 equal parts,
and two of these divisions are skewed to the right and left of XY.
IX - A net
of square meshes is then drawn, for the reproduction of the stylized arrow.
