About the Flag

The municipality of Santa Helena (27,036 inhabitants in 2021; 75,407 ha) is located on the border with Paraguay, here Lake Itaipu, 620 km west of Curitiba. The municipality is made of the town of Santa Helena proper and of the districts of São Clemente, São Francisco (secondary seat), São Roque, Moreninha and Vila Celeste.

Santa Helena was settled in 1920 by colonists settling the old port of Santa Helena, located on the banks of river Paraná. The Bortolini, Cattani and Ferri families met there a group of English colonists exploiting timber and yerba mate. The English were expelled in 1924 by the rebels of the Prestes Column. The settlement that developed was named Santa Helena.
In 1959, the Madalosso real estate company, from Erechim (Rio Grande do Sul), purchased the lands from the Mayer & Annes company and founded a new settlement also named Santa Helena. The old settlement has been known since then as Santa Helena Velha (Old).
The district of Santa Helena was established, as a part of the municipality of Medianeira, by State Law No. 26 promulgated on 20 June 1962. The municipality of Santa Helena was established by State Law No. 5,497 promulgated on 2 February 1967, from parts of Medianeira and Marechal Cândido Rondo, and inaugurated on 22 December 1968. The creation of Lake Itaipu caused the flood of 1/3 of the municipal territory but allowed the quick development of tourism on the bank of the lake, famous for its beaches and fish resources.

The flag of Santa Helena is prescribed by Municipal Law No. 285 promulgated on 16 April 1981.

Article 3.
The flag of the municipality of Santa Helena was designed by vexillologist and heraldist Arthur Luponi.

Article 4.
The flag of the municipality of Santa Helena is designed in proportions 14 units in width on 20 units in length. The flag's rectangular field is blue with a white Latin cross set with the longest axis in a longitudinal position. In the upper canton, close to the hoist, is a yellow five-pointed star, centered, with one point facing upwards.
§1. The color shades are royal blue for the rectangular field, snow-white for the Latin cross, and golden yellow for the five-pointed star.
§2. The proportions of the flag of the municipality of Santa Helena are identical to those of the national flag and of the state flag.

Article 5.
The blue color is the heraldic symbol of justice, perseverance, zeal, perfection, incorruptible firmness, dignity ... (Guelfi, 64; Asêncio, 63). The white color (which in flags replaces silver) is the heraldic symbol of peace, loyalty, purity, beauty, happiness, truth ... (Guelfi, 51; Asêncio, 61).
The Latin cross recalls the name of St. Helena, mother of Constantine the Great (247-327), who contributed, in large part, to her son's conversion to Christianity. She undertook in Jerusalem excavations on Mount Calvary, which ended with the discovery of the True Cross on which Jesus Christ was crucified.
The yellow star symbolically represents the municipality of Santa Helena. The yellow color (which on the flags replaces or) is the symbol of faith, wealth, strength, power, solidity, prosperity, constancy, sovereignty, love ... (Guelfi 291 and 396; Asêncio, 60; Ronchetti, 192). The star is also the symbol of self-determination, "a sure guide and aspiration to higher things and sublime actions..." (Guelfi, 521).

Article 6.
The making of the flag of the municipality of Santa Helena shall obey the following rules.
1. The flag rectangle (ABCD) shall be in proportions 14 units in width on 20 units in length.
2. The width of the arms of the Latin cross is 1/5 (one fifth) of the flag's width (AD).
3. The distance between the points DE (side of the square, at the top of the flag, next to the hoist) is 2/5 of the height of the flag's width (AD).
4. In the center of the aforementioned square, an auxiliary circle is drawn, whose diameter GH corresponds to 1/4 of the flag's width (AD), in which a five-pointed star is inscribed, with a tip facing up.
