The Marinas Industry Association of Australia provides an introduction to Clean Marinas Australia, in operation since 2004:
The Clean Marinas Australia Program is a national, voluntary accreditation system for marinas, yacht clubs, boat clubs, slips, boatyards and associated industry operators across Australia [which] has been developed to support Australia's marine industries in its endeavours to protect our coastal and inland waterways. Soldiers Point Marina was the first marina in New South Wales to be presented with the Clean Marinas Australia award. The flag is white with a happy fish "jumping" over blue waves and the name of the program above it, "Clean Marinas / AUSTRALIA". (Image found on Soldiers Point Marina webpage.)

A drawing of the logo as used in this context was found at the Rivergate Marina and Shipyard site.
All design elements are light blue: two stylized waves above which are placed a happy fish at right, swimming away and, on top, the programme name Clean Marinas (large) above AUSTRALIA (smaller).
As may be seen in a Sail-World.com photo from Runaway Bay, this logo is placed on a white flag (1:2 it seems) within a light blue border. This item seems to be the current version, in contrasted to the logo without border [reported by Ivan Sache above].
