Ciudad del Carmen was established on 15 March 2010 through Law N.º 18653. On 14 June 2022, Villa del Carmen received city status, renaming it to Ciudad del Carmen. The flag was created by Juan Andrés Fernández and Javier Villasuso, under the JAF Architecture + Design company contracted by the Municipality; it was adopted by January 2013. Its flag is a blue field with a large orange wavy line and a smaller white one that progressively get larger until their end to the right. Of course, these background colors were taken from the coat of arms. A simplified version of the coat of arms is found to the right side, having a white rectangle depicting an ear of wheat for agriculture (including the production of bread it is also known for); at its bottom, a cluster of grapes for the most important economic activity of the area, winegrowing, and half of a cogwheel for the small-scale industry here.

It is not clear when the municipality adopted its coat of arms and its designer, but certainly before 2013. The coat of arms is a shield, with its edge having a blue block in each corner and at the bottom point. In the spaces in between, black text is read: at the top SOMOS [We are]; to the left POR EL PAN Y EL VINO [For the Bread and the Wine; it is known for its bread and wine]; and to the right DINAMICA LABOR [Dynamic Labor]. The bottom spaces read DURAZNO and URUGUAY. The shield is divided into two halves: the left being blue and the right gold. On the right half, a half of a cogwheel for the small-scale industry is seen with a cluster of grapes over it for its most important economic activity, winegrowing. To the left, half of an ear of wheat is seen and expands at the top, recognizing agriculture including bread-making which it is known for. At the bottom part of the shield, CARMEN is read in white.

Sarandí del Yi

Sarandí del Yi is a city in the Durazno Department with 7,700 inhabitants. A "Pueblo" (village) was founded here on 19 December 1875. On 13 June 1906 its status was elevated to "Villa" (town) by the Act of Ley N° 3.041, and then on 23 August 1956, to "Ciudad" (city) by the Act of Ley N° 12.308.

Alejandro Barcelona Almandoz reported in December 2024 on Flags of the World Facebook group the adoption of the new flag, inaugurated on 29/12/2024 and created by Gabriela Barcelona Yaben.
According to this publication: https://www.facebook.com/story.php it was raised, on the day of the 149th anniversary of the founding of the city, on the flagpole on Avenida Petrini y Berro.
Olivier Touzeau, 31 January 2025

Sarandí received a Local Autonomous Junta before municipalities existed, in 1941 under Law N.º 10.016.
The flag won under the pseudonym "Girasol". It is a green field, representative of its vegetation. A white inverted chevron is found to signify its distinguishing initial of "Yi". A charge is found in the center, which is:
Upper half: a Sun of May rising in gold to recognize patriotism and each day; with the leaves of a sunflower in white surrounding the sun to recognize its flora; underneath the sun being a blue line cutting across to signify its waterways, especially the Yí River.
Lower half: with a form similar to a tree or Sarandí bush, its namesake; all of the following in white, a hand of giving is seen above a support, with an open book at the bottom for education.

Coat of arms

It is unknown when the coat of arms of Sarandí del Yi was adopted; however, it has been used since the time of the Local Autonomous Junta before municipalities existed (being seen on a 125th anniversary stamp in 2000). After becoming a Municipality in 2010, the word MUNICIPIO was added to the bottom. It has the format of a logo, having in the center: a tree over soil; over the top of the tree is an ear of wheat for agriculture and a cow over it for cattle ranching, symbolic of the industry here. Curved around this, the words ESTIRPE DE TRADICION [Lineage of Tradition] and PUJANZA DE PROGRESO [Push of Progress] are read. In a thicker font at the bottom, Sarandí DEL YI is read; with MUNICIPIO underneath. Behind this, a ribbon in the stripes of the National Colors (blue-white) is seen. The tree can mean the name (Sarandí, a type of bush) or simply the landscape.
