Two partial views are available at www.cityofnewburgh-ny.gov/gov/pix/Mayor.jpg and www.cityofnewburgh-ny.gov/gov/pix/DSC_0006_000.JPG [in context at www.cityofnewburgh-ny.gov/gov/council.htm]. There is enough to show that the flag is blue with a version of the city seal [possibly not the same exact version on the 2 examplars] and apparently additional gold lettering on at least one.

For Newburgh flag, it is quite obvious that there are two different flags. One with seal without words "SEAL OF THE CITY OF NEWBURGH, N.Y.", just plain blue in the circle, but it seems that the words "INCORPORATED 1865" are on place. The other one can't be seen well enough - but is quite different with blue letters on yellow, not the other way around. The rest could not be seen.
