This photo shows Timor-Leste’s prime minister José Ramos-Horta in December 2006 (today, he is president). Behind him is a flag, showing the pre 2006 emblem. Maybe the governmental flag?

National Police flag

Maybe someone will find an better image, but here is the new president of Timor-Leste José Ramos-Horta passing the flag of the National Police of Timor-Leste PNTL.

The flag of the National Police (Polícia Nacional de Timor-Leste) is horizontally divided into light blue and darker blue stripes. The badge of Police is placed in the center of the flag flanked by olive branches. There is a regulation about flag and emblem of the National Police with illustrations: Bandeira e Símbolo da PNTL.

National Maritime Authority

Jan-Patrick Fischer posted the flag of the National Maritime Authority of Timor-Leste (Autoridade Marítima Nacional) on the FOTW Facebook page a few days ago, which is light blue with the Authority's disc-shaped emblem in the middle. It shows a yellow anchor and a crocodile, with a white star above them.
