Nesher (meaning eagle, named after a cement factory whose workers' quarters were the basis for the town foundation), is situated on the NW slopes of Mount Carmel about 5 km west of Haifa. Established in 1925, it has 22'000 inh. and became a Local Council in 1952 and a municipality in 1995.
The flag above the town hall shows the municipal emblem on a white panel on an orange field. The inscription below the emblem should be semicircular. The municipal emblem was published in the official gazette (Rashumot), YP 997, 28 February 1963, for the then Local Council. The official emblem has still got the Local Council inscription on it, since it was never replaced after it was upgraded to municipality in 1995.

Local Council of Nesher was founded in 1952 as a unification of four communities: Nesher (Est. 1925), Tel Hannan, Ben Dor and Giv'at Nesher. Municipality since 1995.

The coat of arms consists of a shield with a white border and a white field featuring a landscape design. Above the coat of arms is a crown in the shape of an eagle, in brown or orange, representing the town's name. The landscape design comprises four intersecting hills in green and red. The four hills symbolise both the mountainous landscape surrounding the town and the four settlements that made up the town: Ben Dor, Givat Nesher, Tel Hanan and the workers' settlement of Nesher, which was established near the Nesher Haifa factory. The eagle at the top of the coat of arms spreads its wings over the four parts of the settlement and symbolises their unity.

In the foreground of the emblem are depictions of buildings:
On the left, a factory and a chimney symbolising the settlement's industrial foundations, particularly the cement factory.
On the right, residential buildings constructed on the hills and above a ruined brick wall, symbolising the city's establishment as housing for new immigrants built upon the ruins of the villages that preceded them.

At the centre of the emblem is a tree with white leaves, symbolising the city's growth and development.
