Introduction

The method in which Finland's administrative divisions are categorised was revised on the 1 January 2010 when the country abolished the administrative division system of six major "provinces" and remodeled its sub-regions and municipalities in later years. As of 2019, the administrative structure of Finland is as shown below.

Municipalities

My impression is that all the coats-of-arms, with the possible exception of that of Finland itself, as well as that of Åland Islands, are also valid as banners-of-arms; the official flags of those two places are the well-known Scandinavian crosses.
