I spotted the flag of the Ministerio Público (Public
Ministry), in an online article
According to website,
the Ministerio Público oversees all the Judicial System. However
when you see the Ministers
Cabinet, I don't see anywhere the "Ministerio
Público" listed there.
I know there was a Constitutional reform very recently, but the online
version does not specify any Ministry, so there's the
question of debate of whether the Ministerio Público still
exists today or was modified into some other institution.

The flag is a white horizontal flag, with the
logo to the
hoist, below the initials MTOP in black capital letters, and right next to the
logo one can see the words MINISTERIO DE in black capital letters, then below
TRANSPORTE Y in black capital letters and below OBRAS PUBLICAS, also in black
capital letters, as seen on these images:

Yesterday during an edition of RCN tv news I spotted the flag
of the Fiscalía de la República (Attorney of the Republic), of
Ecuador. The flag is a black background with the logo in the
middle. You can see the flag in this online
article.

On July 31 I saw this
image
from the local newspaper
El Ciudadano showing three flags, from left to right: UFE 1,
Ecuador, UFE 2. Since the news was reported by the
newspaper in Quito, Pichincha
Province, I thought that one of the two UFE's might be of the city of
Quito, or the Pichincha
Province, but clearly it is not the case. The news was a conference by the
Ecuadorian Procurador (Ombudsman) regarding the process of money laundering in
Amsterdam, Netherlands. Then again, checked the
Amsterdam flag, and again, it does not match any of the two UFE's in the
picture mentioned above.
However, looking at the government entity mentioned in the article, Procuraduría
General del Estado (States' General Ombudsman), its symbols do not match either
of the two UFE's.
The Procuraduría has the following symbols:

"Superintendencia de Bancos y Seguros" (SUPERBAN) is
the organism in charge of the supervising of the bank operations
in Ecuador. After the proclamation of independence of the country
in 1830, a first Law on Currency of the Republic of Ecuador was
promulgated in 1832 to regulate currency minting. The Law on
Hypothecary Banks was passed in 1869, completed in 1899 by the Law
on the Banks, regulating the bank operations in the country.
An Executive Decree passed in 1914 created the office of Fiscal
Commissioner of the Banks, in charge of the supervision of the
banks, especially of printing and release of banknotes. A mission
led by Pr. Edwin Walter Kemmerer (1875-1945, an economist from
Princeton University known as the "Money Doctor") in
1925-1927 prompted the total revamping of the monetary system of
Ecuador, which was made in 1927 with several new laws on banks
and the management of public affairs. A part of the reform was
the creation of the "Superintendencia de Bancos", set
up on 6 September 1927.
The flag of SUPERBAN can be seen, partially, on different photos
that allow a credible reconstruction of the flag. The flag is
horizontally divided medium blue-dark blue-medium blue, the three
fields being separated by a thin yellow fimbriation. The flag is
bordered by a white fringe. The upper stripe is charged with
"REPUBLICA DEL ECUADOR", in white letters, the acute
accent on the "U" of "REPÚBLICA" being
omitted. The central stripe is charged with the full name of the
organism, in bigger letters than above, surmounted by the SUPERBAN
emblem, all in white. The lower stripe seems to be without any
charge.
The emblem of SUPERBAN shows an open book inscribed with
"LEY" and a rooster on the right side of the book.

"Superintendente de Compañías, SUPERCÍAS (an acronym for SUPER (Superintendency)
and COMPAÑÍAS (Shortened to Cías.) (English: "Companies Superintendency") is in
charge of controlling activities for companies, societies, securities and
insurance. It seems also that the SUPERBAN has
transferred its control activities of securities and insurance to the SUPERCIAS,
hence there also seems to be a new logo (https://portal.supercias.gob.ec/wps/estilosMenu/images/super.png)
stating the organization's purpose as "Superintendencia de Compañías, Valores y
Seguros" (English: Companies, Securities and Insurance Superintendency).

The flag is a white horizontal
background with
the logo in the middle as seen here (second flag from left to right):
https://i.ytimg.com/vi/DTq5aYYfBHM/maxresdefault.jpg (source).
Notice that this flag only incorporates the SUPERCIAS logo when it was in
charge of Companies only, and not its current full scope (adding Securities
and Insurance), so it might lead to think that a new flag exists according to
the new scope of the institution.

SUPERCIAS (official website): https://www.supercias.gob.ec/
