Overview

Azerbaijan is one of few countries that have supra-entities, that are above first level administrative-territorial division. In this case it is Nakhichevan (Autonomous Republic). It doesn't have its own symbols, but is uses the flag and emblem of Azerbaijan. In fact, Nakhichevan AR was the first to adopt these symbols, and Azerbaijan did that later.

The first level administrative-territorial divisions and local governments in Azerbaijan are counties and cities. There are 61 counties and 11 cities, but I found just a few emblems for them. There are no flags. There is mystery about the existence of the flag for the City of Baku, but I didn't find anything. You can see those several emblems here:
