I recently located the regulations and design of the Zambian Civil Air Ensign. From first glance it looks similar to the Zambia Air Force Ensign with a disk in the center and no national flag in the canton (as we seen with a lot of similar Commonwealth flags).
The Civil Air Ensign was established by the Statutory Instrument
193 of 1965 (A provision allowing for an ensign was in place since
1954 with an establishment airway regulations in Zambia).
The flag itself is light blue in nature with a disc with four
colours surrounding a light blue center. In the center of the light blue
roundel
there is a golden eagle. The four colours represent the Zambian national colours and are (starting from top)
green, red, black and orange. This is slightly different from the logo of the
Zambian Department of Civil Aviation where the logo switches the black and the red (but uses
the same pattern of eagle as the Civil Air Ensign).
