Quoting the University of Pennsylvania Archives website:
"At the Schuykill Navy Regatta of 1872, the amateur status of several oarsman was challenged, leading to debate among American rowers. This uproar led to the formation of the National Association of Amateur Oarsmen (NAAO), the first organization of American amateurs involved in a team sport."

In 1982, the NAAO merged with the US National Women's Rowing Association to form the US Rowing Association.

The burgee of NAAO was horizontally divided red-blue-red with the acronym NAAO in white in the blue stripe. It is shown on the (very interesting) page "A Brief Time-Line of Rowing" by Thomas E. Weil, available on the "Friends of Rowing History" website.
