I found an image of the flag of Hurricane, West Virginia, on one of their images of inside the city hall from their official Facebook account: https://www.facebook.com/CityofHurricaneWV/photos/pb.100068066051032.-2207520000../1938377363136502/?type=3

There was another image that had the flag which, at least to me shows a black outline. It could just be the stitches during the production of the flag, here's that image: https://www.facebook.com/photo.
