The new flag was probably adopted sometime between 2018 and 2017 since the photo used on the website comes from wikipedia, dated to 2017, and the first streetview showing the new flag was 2018.
The flag is a white field with the city seal in the center.

The flag can be seen at upload.wikimedia.org, where it flies with the national and state flags. It is white, with an oblong logo consisting of white over red on the hoist half, blue on the hoist half, over all a white letter J, surmounted by a gold star. The name of the city is above the logo, and below the logo are more words, ending in East Texas.
