The flag is a white field with the county name in the center. under the county name is the state name. To the top fly side of the flag is the orange sun shinning above a row of eight pine trees at the bottom of the flag. In the top hoist side of the flag is the establishment year.
The flag appears on the Facebook Group "Historic Photos Of Carbon County (Pennsylvania)", with the Carbon County GIS asking for information about the County's flag.

Resident of Carbon County, Chris Lukasevich responded that the flag was the result of a flag contest done in late 1992 for the 1993 Carbon County 150th anniversary. The winner was Victor Mikus from Lansford. He was also granted a hundred dollar bond along with the designer of the county seal, Kathy Long from Lehighton, and the designer of the 150th anniversary postage cancellation mark, Mary Steeg from Albrightsville.

The seal depicts the county outline on a blue field. Laying atop to county is a pile of coal, for which the county was named after. under the county are three Rhododendron flowers. Warping from behind the main seal is a red banner with the establishment year on the left strip, and the motto "Surviving Adversity, Never Ceasing Diversity" on the right strip.
