I've found the current flag for the town of Cicero, Illinois. It's a seal on a white field but the seal is different from the one on the 1980s flag.

The second flag:
"In the late 80s, the flag was amended to our current flag which resembles the Illinois state flag with eagle on a rock but encompassed by a circle of gold."

1961 flag

"The flag was designed early in 1961 and was first exhibited in June of that year. Its design embodies the name and seal of the Town of Cicero together with a pattern of six stars. Colors of blue and gold on a white background give the flag richness and dignity. White, not a color but a composite of all colors, was selected for the background to signify the many different nationalities of all faiths comprising the population of Cicero. Blue, which signifies the patriotism, was selected for the seal and to outline the letters and stars to commemorate the outstanding record of service of the town's resident in the service of their country. Gold, which signifies a standard of measure or attainment was selected to indicate Cicero's outstanding achievements and leadership as a community. The stars around the seal each signify an outstanding feature of the Town of Cicero. The first of the stars represents HOMES for which Cicero is noted. The second signifies EDUCATION for the town's excellent schools. The third stands for RELIGION as Cicero is a deeply religious community with many fine churches. The fourth star is for Cicero's great INDUSTRY with the fifth stars commemorating COMMERCE for the vast banking and diversified commercial interests. The sixth, and last star, stands for TRANSPORTATION as Cicero is a vast trucking and rail center. After much research, and the study of dozens of pictures from libraries and collections, the likeness of Cicero now appearing on the seal of the flag was secured. It is taken from a sculpture in the Royal Gallery in Madrid. This sculpture was one of a number bearing almost identical likenesses located in various museums throughout the world as well as in the Vatican in Rome. The likeness thus reflects how Cicero looked when he lived."

"Cicero is an incorporated town in Cook County, Illinois, United States. The population was 85,616 at the 2000 census. A 2003 Census estimate showed the population dipped to 83,029. Cicero is named for the town of Cicero, New York, which in turn was named for Marcus Tullius Cicero, the Roman orator."
