Here is the flag of the oblast of Lviv (Lvov) in Ukraine
coming from the official site of this region. this is a quasi
banner of the arms as I expected, that is the lion (only) from
the coat of arms, on blue. The site says: "The flag is the
symbol of the traditions and customs of the Region. The flag is
the square [in fact the picture of the flag is 2:3] blue cloth in
the center of which there is the emblem of the region. The flag
is one sided-the reverse side of it is the mirror
reflection."
The explanation for the coat of arms is: "The emblem of Lviv
Region is the heraldic shield against the blue background in
which the Lion with a crown leans against the rock on its right.
The ammunition of the lion is not visible. There is a bronze
cartouche decorated with branches. In the upper head of the
emblem there is a small emblem of Ukraine-the golden trident
against the blue background.
The lion leaning against the wall symbolizes the puissance and
the power of the region that over the centuries preserved its
independence form the invaders. The branches have the meaning of
the mighty and nobility of the region. The lion is the name of
the Prince in whose name the city was called after.
The trident denoted a huge role of Lviv region in fight for the
Ukrainian independence."

I don't think there was anything like lhvov. There is a soft
mark similar to small 'b' after Cyrillic 'l' in Russian and
Ukrainian, which makes it, Latin spelled, L'vov and L'viv
respectively. In Polish it is 'Lwów'. In German 'Lemberg'.
